A clean lens focuses the beam into a defined pattern on the road. That pattern is engineered — the cutoff, the hot spot, and the spread are all tuned so you can see far ahead without blinding oncoming drivers.

When the lens hazes, that pattern breaks down. Light scatters in every direction instead of projecting forward. You get less usable range, more glare bouncing back at you, and a diffuse wash that other drivers see as a bright, undefined blob.

The bulb hasn't gotten weaker. The problem is that the lens can no longer shape the light it's producing. That's why swapping to brighter bulbs rarely helps a hazy headlight — you're pushing more light through a broken window.
